Marilyn D. Gilbert is the first Hispanic female to serve as CEO & General Manager of Brownsville Public Utilities Board (BPUB), a provider of electrical, water, and wastewater services.  BPUB operates as a separate and distinct agency of the City of Brownsville, with the independent authority to control, manage, and operate the utility systems within the city limits and surrounding communities. Marilyn has more than more than 25 years of experience in both private and public sections focusing her experience in policy, customer programs, operations, energy management, construction infrastructure, resource planning, engineering, system and trading operations, nuclear generation, NERC compliance, generation, and leading integrated resource plans as well as transmission planning.


Marilyn has served in various capacities prior to assuming her current role as CEO & General Manager including Imperial Irrigation District (IID), the 3rd largest public power utility in California, Southern California Public Power Association (SCPPA), California Utilities Municipal Association (CUMA) Boards, and Large Public Power Council (LPPC) - Emerging Trends Task Force. She has also served with the Long Island Power Authority (LIPA), a New York state created integrated electrical utility and maintains numerous industry affiliations including Board member and Vice President of the Texas Public Power Association (TPPA), Board Member of the North American Transmission Forum (NATF), Policy Makers Council, and Region M member of the Rio Grande Regional Water Authority Group (RWPG).


Marilyn D. Gilbert holds a Bachelor of Science in Architectural Engineering from the University of Texas at Austin and Master of Business Administration from the University of Texas at Pan American.
