On Feb 13, 2026, Devin Taylor, Energy Manager at Tarrant Regional Water District, will be making a presentation to the Dallas Electric Club. Devin's presentation will be an overview of the TRWD System. Their System provides water to 70+ customers across North Texas, serving a population of 2.5M people. TRWD owns and operates 4 reservoirs and manages the levee system and floodway through Fort Worth. TRWD has 294 miles of large diameter water transmission pipeline and 10 pump stations to supply 120-140 billion gallons of raw water to its customers per year and consumes 200,000 to 300,000 MWh of electricity per year to pump water. Electricity makes up about one fourth of the annual operating budget of TRWD's revenue fund, and TRWD has implemented innovative strategies to monitor the ERCOT market and respond to market conditions to lower energy costs.
Devin received a BA, Sociology from the University of North Texas in 2012. In 2020, he obtained a Master of Science - MS, Water Resources Managemnet from the University of North Texas. Devin is a Public Utilities Board Commissioner for the City of Denton. He is also a Certified Energy Procurement Professional (CEP) .
